I think so smart reply is sort of a mysterious language learning application which I have only seen in gmail.
Probably companies apart from Google are also wondering how is it implemented and are yet to apply it to their e-mail software.
You could go through the state of the art language learning techniques, such as Transformers, GPT-3, or if you find a specific paper on smart reply, the papers would guide you towards datasets that you could carry experiments on.
