Looks like there is no RFC - the only documentation I was able to find googling now was this spec published by HAProxy, as I already have included in the original post. It does not change much and is used in certain cases.
I will consider moving idea to PyPI, thanks! After having a bit of extra thinking it looks more appropriate - yet a bit more difficult.
