Guidance on "importability" of installed modules?

Is there any… formal/official “guidance” available anywhere (perhaps in a FAQ / documentation, a mailing-list thread, a ranting screed someone crayoned to the door of a bathroom stall at a conference somewhere… whatever) as to how “importability” should be handled in Python modules?

I now recall that it was discussed quite recently – but indirectly – in the context of PEP 690 – Lazy Imports:

@ferdnyc, if you are really interested in this topic, you might find some elements of answers in those threads. But I doubt you will find anything like a “formal guidance”, I do not think such a thing exists.
