I wonder if this could tie into / match PEP 773: A Python Installation Manager for Windows but for non-windows platforms?
The “Python Install Manager” parts seem to provide a lot of the benefits this is aiming to. That one is also simplifying Windows distribution generally, but it adds knobs with pymanager for many of the use cases this idea thread is suggesting.
