Must Pypi organization names be different than existing usernames?

If I have a username account and want to claim an organization account with the same name, is that possible or should they be distinct ?
If they have to be distinct, is it possible to convert a username account to an organization account ?

Yes, it would be possible to create an org account with the same name as a username (as long as there are no other orgs with the same name). It is not possible to convert a username account to an org account.
