I updated the PEP 686 based on discussions in the previous topic. Major changes from the previous version: Target Python version changed from 3.12 to 3.13. Add locale.getencoding() instead of changing locale.getpreferredencoding(False) to ignore UTF-8 mode. locale.getpreferredencoding() will emit EncodingWarning because UTF-8 mode affects it (opt-in).
