As the PEP sponsor, I’m fine with withdrawing it. If you want to draft a PR to do so, at-mention me and I’ll review it.
On the meta point, I think it makes sense to draw a distinction between interoperability standards that require coordination between disparate clients and servers, and specific policy decisions left to the index operators (of which PyPI is of course the most popular). The former should usually have PEPs, but the latter can just be documented in PyPI’s user documentation[1].
That said, I think this is something the new Packaging Council should decide as they review the PEPs-for-packaging policies.
