I believe they do make that choice.

Doesn’t the responsibility for the consequences of that UX choice lie with the tool developers that decided to deviate from the reference component behaviour rather than with us?

I think the responsibility lies with us to not design features on the assumption that tools conform to behaviours which we don’t require of them.
