but to make sure there is no confusion about the process here - we’re not proposing to disable features simply because they are not used in practice. We are proposing to disable them because they are typically used incorrectly in practice.

Yes. That an exception can be suppressed in the absence of an explicit except clause is a bug magnet on the face of it. I’m +1 on the PEP.
