PEP 772: A Python Installation Manager for Windows

Hi all. I am excited to share my proposal for replacing (over usual deprecation periods) the Windows installers (plural) with a single tool for downloading, installing, updating, and managing installs. This preserves our current preference for encouraging side-by-side installs of multiple versions, while also solving/avoiding a significant number of limitations due to the underlying installer technology.
