Setup of SSL Thin Client to connect to Oracle DB hosted in AWS RDS

I have written a small SSL code in python to test Connection to Oracle Database hosted in AWS RDS. The connection works fine with Thick client but in thin client it gives error. When we check the context file uses below certs location. Its a windows machine and we have tried setting up SSL_CERT_DIR and CERT_FILE env variables and OPENSSL_CADFILE_ENV still no luck
