Structure for importlib metadata identities

I had suggested something along the same lines:

• The author/maintainer distinction problem (and PEP 621) - #8 by sinoroc
• The author/maintainer distinction problem (and PEP 621) - #14 by sinoroc

Things have changed since then, so I hope there are more chances for something like this to happen nowadays.
