Transmit idea: Is the pyconfig.h become no need to be present?

I met this idea in this PR. though I doubt this idea, I think that it is needed to Transmit it.

This idea now meets many question:

• Many header files and source files are related it.
• On Unix, module sysconfig needs to parse it.
