There is no `python update` command, and no plans to implement one 🙂

On Windows, I would highly recommend upgrading to Python 3.9, which will require downloading and running a new installer (or installing from the Microsoft Store). It’s possible to build and install your own v3.7.10 on Windows, but it is likely rather more effort than it is worth.
