The Windows 3.x refleak builtbots has been red for several months, and since it is not reflected on main or any PR, it seems no one has noticed.

Buildbots are contributed by the community, so all this needs is someone to volunteer to maintain such a machine and to set it up.
This will be addressed by Stabilize ware-win11 worker's builders by zware · Pull Request #371 · python/buildmaster-config · GitHub when I get it merged and deployed (hopefully later today).
