Archiving the translation mailing list in favour of Discourse

I propose to archive the translation mailing list (translation@python.org) in favor of this new Discourse category. Currently, general translation related discussion occurs in three places, that is, in the Docs Community Discord #translations channel, the translation mailing list and here.

Originally, new translations were to be announced on the mailing list. However with the recent devguide updates, this has changed to this Discourse category, primarily because it is more accessible and used. I propose to archive the list, firstly for that reason. Secondly because having discussions in three different places is somewhat inconvenient. And finally, because this category is so far much more active, the mailing list, has received 5 mails this year (1 of which is a notification about the existence of this Discourse category, and another 2 that are translation announcements [which have been moved here]).

There’s been no objections in a month, I’ve emailed postmaster to request archiving the list.

This is now done, and thanks to Mark Sapiro for all his work looking after the mailing lists:

I have removed the list. The archives are still at
https://mail.python.org/archives/list/translation@python.org/ but they
were set as private and as there is no longer a list to authenticate
against, they are accessible only to superusers.
