Changes to the release announcement

There must be a template people are using for this, but I couldn’t find it back when I raised an issue about it[1].

3.11.6 isn’t the newest major release of Python. It isn’t a major release at all. Is it possible to change the language of these announcements to correct that?

I have corrected some of the language of Python 3.11.6

Regarding the template: there is no template, we just base the announcement based on the previous one, so sometimes there are some copy-paste errors.
