Changing Cache Directory (in a persistent way)?

Hi guys,

What needs to bet set (and where) in order to avoid entering --cache-dir <dir> each and every time something is installed with pip, if the usual directory path is not satisfactory?

I’m running low on disk space on the C: drive, and would prefer quite strongly to download all the cached files in a totally different place.

How can that be done?

I was aware of that guide, but for some reason configuring it didn’t work the first time.
