Right now, the code for blurb is in the python/core-workflow repo.
The cherry_picker code used to be there too, but that was already moved to a dedicated python/cherry-picker repo in 2019.
Are there any objections to moving blurb to its own repo at python/blurb?
This will allow us to more cleanly set up automated publishing to PyPI, and keep core-workflow for issues like new triager requests.
