"generate tfrecord.py" UnicodeDecodeError: 'utf-8' codec can't decode byte 0xfd in position 48: invalid start byte

I’m using tensorflow’s current library because this python version doesn’t support old versions, but i import the library to “import tensorflow.compat.v1 as tf”
after i changed i started getting other errors i would really like to fix the problem as soon as possible

The error means that file does not contain valid unicode text in utf-8 format.
Its ether a legacy text file that is encoded some other way or its binary.

Check that the file being process is text and not a binary database file.

my files were mixed, so I re-qualified the models after training them and when they see that the xml file is saved by the old name of the files they expect, now I save them all by the new name, so I will run the registry and csv repository again, I hope I get a positive result.

I think I have to create csv again, but this time I got an error in csv, I think debugging must be more difficult than writing, I write all of them from the beginning. I think the problem should be fixed when I enter the inputs later.
