Do not assume we know what the screen shot means.
I have installed all the python releases on Windows and the installation has never “sucked” for me in a couple of decades.
Are you upgrading an existing installation of 3.11, or was this a fresh install? If you’re upgrading, make sure that no processes are using any of the existing executable files (exe, dll, pyd). Also, check the installation log files in your “%TEMP%” directory for an indication of what the installer is trying to do when it gets stuck.
