I find the same question on stackoverflow

It says python3.13 is not support yet, try to use python3.11.

pip tried to build a wheel for openai-whisper on Windows, but could not do so. The docs for this third party dependency indicate Rust may be required for some platforms.: GitHub - openai/whisper: Robust Speech Recognition via Large-Scale Weak Supervision

You may need rust installed as well, in case tiktoken does not provide a pre-built wheel for your platform.

Have you installed a Rust build chain?

It could be possible to build all the deps for Windows, but that’s a lot of moving parts, and the CI tests are not run on Windows whisper/.github/workflows/test.yml at 517a43ecd132a2089d85f4ebc044728a71d49f6e · openai/whisper · GitHub.

I recommend using WSL. Otherwise look for an example of successful use of this on Windows.

Only assume pip install will work with no extra tools, for pure Python libraries and for projects that ship pre-built wheels for your platform.
