PR Review - trivial (obscure) test fixes

I have a couple of minor but trivial PRs pending to fix test suite bugs. Getting reviewer eyes on these kind of things is often hard, anybody want to help out?

• GH-141011: Avoid TestNullDlsym hanging on HP-PA - a trivial change to skip a test on an obscure Linux architecture. (MERGED)
• gh-126014: test_makefile_test_folders: Ignore basically-empty directories - fixes test failures caused by an unusually-dirty tree (MERGED)
• GH-124916: Strip absolute --libdir paths from configure args in test_freeze - fixes tests when configured with a non-writeable (e.g. final installation) --libdir path.

We’ve been carrying these patches in Debian for a while, but obviously I’d prefer that they were upstream than in our packaging.

Then… unrelated to the other patches (other than coming from Debian), I’d love to see progress on:

• gh-122931 Allow stable API extensions to include a multiarch tuple in the filename
