Python 3.7.8 released, 3.7 is now in security-fix phase

As noted previously, now that the 3.7 branch has transitioned from the bugfix to the security fix phase of its release cycle, please keep in mind the criteria for backporting to security fix branches. Essentially, only security-related PRs should be backported or documentation changes related to security fixes. If you have a question about whether something should be backported, please ask. As with other security fix branches, final merges to the 3.7 branch must now be approved and made by release managers.

So in general, in most cases, you should no longer use the needs backport to 3.7 label on a PR (unless it meets the criteria) and, at some pont, we will remove that label from PRs waiting to be merged.
