I am wondering where can I find Python/C API Reference Manual as a PDF format.

You can download all the documentation, including the C API reference manual, as a PDF from the “Download the documentation” page: Download — Python 3.12.5 documentation.

If you want just the C API reference manual, you can extract those pages from the PDF using your PDF editor of choice, you system’s “print to PDF” dialog, or a tool like pdftk.
