You might want Visual Studio Code (see
https://visualstudio.microsoft.com/) since Visual Studio seems .net and
C++ focussed based on the cited web page.
I’m pretty sure you can work with several Python versions with VSCode.
Why 3.7? It’s technically end-of-life (although you can certainly
download it and use it).

I am looking for visual studio installer.
Our aim is to create dll file using visual studio. So we should use VS 2019 or VS 2022 and which toolset we should use v140,v142,or any other.
You should be able to use the lastest Visual Studio, 2022 edition.
Its the same ABI on 2019 as 2022.
I build 3.9 to 3.12 on 2022 without issue.
If you run into trouble then you will need the 2017 edition.
As Cameron says why are you using an unsupport version of python?
What is stopping you using a supported versions like 3.12?
