Why can't I find en_core_web_sm-3.0.0 in pypi

There is an issue admin wont allow to install anything which is readily visible as a pypi package just like pip install spacy

I can see [

But I cannot see https://pypi.org/project/en-core-web-sm/

Unfortunately, this is download so not allowed.
python -m spacy download en_core_web_sm
pip install /Users/you/en_core_web_sm-3.0.0.tar.gz
