Hi I would like to make a similar 3D rendering of the tank/shell using heatmaps but I can’t identify the library. Any help would be appreciated in identifying it or something similar. Thanks.

Why do you think a Python library was used? This seems to be a phone photo of a computer screen displaying an browser (Firefox?) web page called Gecko Forcast at geckorobotics.com. The best source of info about producing the image would be the Gecko people.
